About Us

Kaufman County Fresh Water Supply District No. 1-D is a unit of local government within the State of Texas. The District was created in 2007 and is overseen by the Texas Commission on Environmental Quality (TCEQ). Kaufman County FWSD No. 1-D is located east of Forney, Texas, north side of Highway 80 between Ranch Road and FM 548. Kaufman County FWSD No. 1-D consists of more than 1650 homes of the Windmill Farms subdivision.

Kaufman County Fresh Water Supply District No. 1-D works jointly with 1-B and 1-C to provide services to the residents of Windmill Farms. The Districts provide for the development and maintenance of public water, sanitary sewer, storm drainage, and paving infrastructure, as well as emergency services, trash and recycling, and some recreational amenities. Kaufman County FWSD No. 1-D has the authority to levy an ad valorem tax (property tax) on its residents to fund the costs of those facilities and services.

Kaufman County FWSD No. 1-D's meetings are held the 1st Thursday of each month at 12:00pm at 2728 N. Harwood Street, Suite 500, Dallas, Texas 75201, unless otherwise noted. The meetings are open to the public, per Texas law, and the Board welcomes and encourages residents to attend.
